OSPF Global Timers

*Configure SPF Throttling to start relcalculation at least 100ms after new LSA arrives. The second SPF calculation should occur in no less than 1s after first one, and maximum wait time should be no more than 10 seconds.
* Configure LSA pacing to wait at least 50 ms between consecutive link-state updates. LSA retransmissions should be paced at least 75ms.
* Configure LSA throttling to generate subsequent LSAs after 10ms, to wait at least 4 seconds for the next LSA and no more than 6 seconds for the same LSA.
* Configure LSA arrival throttling to wait 2 seconds between reception of same LSA from a neighbor.
* Configure R4 and R5 to assume that LSA transmissions takes 2 seconds on the link between them. LSA Retransmissions should be set to 10 seconds if an acknowledgement is not received in this time.
